No, this isn’t Valve latest project to delay Half Life 3 any longer, this is a fun fan project that uses a specialised mod to replace almost all the characters in Half Life with Lego versions of themselves, as well as making the game third person to simulate an official Lego game, what a fun idea.
The mod itself looks very bizzare as only the characters have been lego-ified, meaning that the environments still look as realistic as ever leading to a bizzare clash of art styles, though perhaps that just makes it funnier.
